A majority of the people who want to play this type of game are playing Overwatch and they have no interest in picking up another game that's similar.

real talk, which game has better girls? OW has all their characters down-pat with lore and everything included, and have the benefit of multi-million dollar rendering engines to bring them to life. Lawbreakers is compared to Overwatch, because it's the most similar thing which is not a good thing since why play that instead of Overwatch? Then the f2p market has Paladins which is enjoyed by poorfags and chinese users. There is simply no way to squeeze in between that, especially 1.5 years later since Overwatch's release or 1 year after Paladins. They should have canned the project when Blizzard announced it since they were no more than a year into development.
