Let's take a look at more clues

This. Nobody complained about Flying Sonic, Climbing Sonic, Hammer Sonic, Sonic with a Chao or Edgy Sonic. It was gem hunting, mech missions and slow paced battles that people hated.

You know outside of nostalgia, Mania isn't as good as people make it out to be.

Just implement it the same way as the classic games and mania. You can play through the game as any of the 3 characters, they all have the same levels (maybe a few unique levels/bosses to make playing each one more incentivized) and alternate pathways
This isn't hard, the have a working blueprint on how not to fuck this up in the Genesis games and Mania. Fuck they even got it right with Sonic and Tails in Adventure 1.

You can play as multiple characters without fucking up the formula. The real issue after all these years is still that Sonic Team has no goddamn clue how to translate 2D Sonic styled gameplay into 3D and the physics, movement, and mechanics are always terrible.

Him, Metal, and Chaos are literally pulled out of their time periods where they were antagonists.

The problem there is the execution, not the presence of different characters. You're forced to replay the game as everyone to be allowed to finish the game. If you could just pick the team you liked in Heroes and reach Metal Sonic as them alone, I think that would have been fine. Just pick your favorite and play the game, it'd be short and simple.
