I think they're usually in audio right? An audio alternative kind of seems to belong with audio options even though its displayed on screen.
because you want subtitles for the audio, not subtitles for the display menu

They should be in their own section like they are on almost all flash-based video platforms.
But subtitles being displayed is incidental, the most pertinent aspect of subtitles is that they describe the audio dialogue.

subtitles only display the script for the game, which sometimes doesn't even match the actual spoken dialogue. closed captioning would be more fitting for audio

I only do this for games where there's a lot of talking during action sequences e.g. GTA. While driving I usually focus on the other vehicles so it's nice to be able to quickly re-read what a character said if I missed it.
