I had Gold but knew Skarmory was gen 2 because a friend actually traded me one, and I'm pretty sure you could potentially not see one because it was a pretty rare encounter in Silver. I came across Slugma by chance in the cycling road (I believe Grimer is the main Pokémon there so even encountering Slugma is pure luck) and I actually tried to headbutt a bunch of things so Heracross was a no-brainer. However plenty of people never met these so it makes sense for them to not know that.
