What changes would you make to make the game balanced without removing the uniqueness of each hero?
You are allowed to remove one hero from the game entirely but must replace it with a new idea of the same class (you remove 76, you need a new dps, etc.)

the supports need to be reworked in alll honestly. whenever i look at the support choices, its just awful. no point in picking anyone else BUT mercy.

Lots of other small tweaks but the biggest thing would have to be that all other Healers get some kind of new bonus because as it stands there's almost no reason to run anything but Mercy.

Give Phara's missiles a damage boost. Thats it really, not that big a boost.
Longer suspensions for toxic behaviour like saying "gg"
Real time stat monitoring to stop people "maining" - warnings if they play a disproportionate amount if one hero over the others

Double Roadhogs health, double his hook length, increase his guns firing speed, increase his guns damage, make him invincible during his ult, reduce both his cooldowns, take a breather now full heals and he can attack during it, undo the hook nerfs.
I think that pretty well balances the game.

The answer is: I won't you stupid faggot, and keep it just the way it is. It's a genius business strategy that will not only make me favorable with my superiors, but bring in a lot of money to Blizzard as a company.

Dump D.Va entirely
Make it so ULTS generate at a far far slower rate, meaning that if you use one to take the first point of a map its not going to be available to take the second. Its a one per game thing now better make the fucker count. No longer will games be won from Bronze to Top 500 by walking onto the point in Overtime and the entire team hitting Q at the sametime.
Dumpster Barriers, Dumpster Genji reflect, make it so Doomfists punch works akin to Genji Dash but it does less damage, oh look now you don't have to reserve two of his abilities just to get the fuck out after killing one person.
I have no idea what so ever in how to balance Widow so shes not countered by more or less the entire cast.
I have no idea how to re-work Mercy into something thats actually fun to play as or against, we have already removed D.Va.
Increase footspeed across the board, lower cooldowns on loads of traversal skills, or outright just make them constantly usable.
Remove the damage capability of the mine, so no longer can you just shift right click people in the face.
Give him a sticky launcher instead and have his trap have an actual fucking purpose.
Make REAPositioning work. Make the Widow grapple work. Make Wall Climbing work.

Non-registering shots are still a constant thing, Being hooked/Killed out of an Ice block and it leaving fucking ice on the ground because fuck you.
