I could never really get into Golden Axe, the games just aren't deep enough and it's very frustrating to play alone unless you like spamming jump attacks. Revenge of Death Adder is the best of them though

I'd still say Streets of Rage 2 is the best in the genre all around, that or Streets of Rage Remake.
There are games with deeper gameplay like Alien Vs Predator and Guardians/Denjin Makai 2, but they aren't as well balanced and the music isn't nearly as good.
Musou games are the successor of the beat em up in 3D I feel. I enjoyed "purer" 3d takes on the genre like Spikeout, but musou games give me the same gameplay loop of tearing through mooks with style and trying to keep the screen under control so you don't get mobbed.

enemies have way too bloated healthbars, the stages are a clusterfuck with too much dudes in them, items of any sort are few and far between, and the soundtrack is honestly the worst I've ever heard for any game.

There are 3d beat'em ups that stay way closer to the spirit of 2d beat'em ups like Yakuza, God Hand, Dynamite Deka and like you mentioned, Spikeout. Even the crazy slashers like DMC or Bayonetta are way closer in spirit to beat'em ups.
Mowing down armies of soldiers is not the same as a more careful approach to taking down a couple enemies at a time in a strictly melee fashion.
you can play Streets of Rage Remake and have an AI buddy which even has 5 settings for behavior.
That said, in Streets of Rage Remake there's like 12 playable characters so you aren't so limited in your choices, though Max is still arguably the best in the game.

I played SoR3 more than 2 back in my day, and you're right. While there are some decent tracks towards the beginning of the game, whoever composed the music placed an emphasis on heavy dub/techno instead of memorable electronica melodies

I think you can cherry pick anything from any era and make it look like it was either better or worse that what it is now since you're essentially comparing a whole decade that you were able to pick apart and sample for almost 30 years now and still haven't found everything good the current decade has to offer.
Kinda hard to find good examples of arcade scrolling beat'em ups when arcades are no longer a thing.
There are good examples though, like that one that just came out on steam that I'm probably not allowed to talk about because it was a few days ago and we're not allowed to talk about indie games in their first week of release because we get called shills.
I actually have my near-100% save (could never get black-hoodie Sion) and my friends and I will still play it to this day. The 4-player versus mode is fun as hell, and extremely funny with the ragdoll physics.
It was panned on release mostly because Square Enix hyped it up SO much, yet the game clearly had some cuts made in order to get it out for the PS2 release. Things like co-op campaign, destructible and varied MP stages, etc were really needed.
If they released a remaster in 1080p with some of these things added, I think it would be pretty well-received today, especially now that the original hype is gone. The game actually still looks pretty good for a PS2 game
it wasnt "randomly generated", parts of it were yes but that is actually common in electronic music to get unusual sounds. i actually love the ost because its darker and more abrasive than you normally hear in videogames. and yeah even though the enemies have more health i still feel like theres a much faster pace to the combat than the previous 2 games,
Play Bare Knuckle 3. It fixed the problems Streets of Rage 3 had, gameplay-wise, and had an extra character.

That dumb part where a bull dozer chases you and you break walls, the annoying level where you just wait in a little room while a train passes every ten seconds, and all the other tedious gimmicky crap they added just for the sake of variation.

Gameplay wise, I definitely liked the more aggressive enemies but there was fucked shit like Mona Lisa hitboxes. The best parts were the new vertical dodge and how they fixed weapons from SOR2. I feel like the aesthetic components of the games are incredibly important though, and they outweigh those changes. Axel has a gay yellow shirt and boat-like negro shoes. The game looks kind of bloated. The design has a fixation on new goofy shit like Zan, Bruce and Roo. Soundtrack is vomit-inducing. These choices make it far inferior to SOR2 and even 1 in my opinion

Beat em ups have no depth to them, the only fun thing about them was playing with friends and really any beat em up with that was par with Streets of Rage or any other classic.
Castle crashers pales in comparison, it suffers too much from the "Quantity = quality" mindset and piles on too much shit. The differences between characters are too minute to be worth anything, the items you get are all pretty useless, and the gameplay itself is pretty bland. Plus there's a lack of feedback when clobbering dudes.
The sandwich powerup however makes the game super fun, shame it's so limited

If you are referring to story: sure, I can give you that to some degree. Some beat-em-ups are very short on story.
If you are referring to gameplay: well, they'll only be as deep as you want them to be. Especially if you are bad at action based games in general.
