Not exactly what you ask for but you can try one of the recents Total War game there should be an active community. Total war is technically turn based I guess.
Just play 2 players campaign. The game get more strategic when you play against a human. Never played against random peoples tho.

Civilizations Revolution is a great game, I wouldn't imagine it dead as there is simply no other TBS game like it, PC included. It recently got backwards compatibility on Xbone so might be populated but I don't own the disc anyways so can't try it. The singleplayer is fun though, the sequel Civilizations Revolution 2 is pretty much the exact same game with the option to sell units removed for some fucking reason, but that one doesn't have online unfortunately. I wish there was even a single TBS game as fun as this console exclusive shit
