Just go to pirate bay and search for "modded morrowind". Some based kinoboy has uploaded a well modded version with the graphical updated mod as well as NoM and some others. All thats needed then in my opinion is to get the Unique NPCs mod and some leveling mod of your chosing, since its annoying to do efficient leveling with the vanilla system.

I always install those mods but I've never actually visited those areas. Usually I finish my file after completing all the guilds and the main quest. Do I have to like swim to get there or is there a boat somewhere?

Real talk, though. I do wish for more spinoffs based in the TES universe. There's a well of untapped potential for missing history or AU shenanigans, like the future where Pelinal came from or that world where Hjalti never lost Numidium.

What I would really like is a Telltale-inspired game based on the First Council and the Battle of Red Mountain.

Vanilla is a good starting point, but consider getting the code patch, as it fixes a lot of bugs and adds some QOL improvements like toggle sneaking.

Get the Patch Project and/code patch. Careful on what you tick so you don't accidentally make stupid gameplay rebalances. MGE XE is fantastic as it lets you play widescreen and increases draw distance. Darknut's texture packs are all high res vanilla textures so get those.

There are no spelltomes in Morrowind, you just learn the spell.
