Not really. Handheld consoles are pushed to limit straight out of the factory pretty easily, because of the limitations imposed by portability.
PS4 and Xbox One were also pushed to the limit straight out of the factory because they have extremely weak CPU. Gonna happen to Xbox One X as well, since that fails to meaningfully improve the CPU.
