Yes, but when Hitler decided to kill people it was usually with fairly understandable reason from a Machiavellian perspective (to advance his agenda and his own power). For example, he ordered the death of Ernst Rohm because he saw Rohm as a threat to his undisputed leadership in the NSDAP.
