Skyrim can't be beaten because it's an undead abominaion reanimated by mods and rereleases.
No one is playing Skyrim to play through the quests again, so they're effectively using it as a sandbox for their other stuff. By your logic, Garry's Mod is the best game around simply because it has abundant players and all them mods.
Witcher 3, on the other hand, is still peaking above Skyrim all the time without the help of mods or rereleases.
