It's a skill that was introduced in Fates, yep.
For the most part, the generic skills that characters get don't have much to do with their original versions. Besides, Mercy and Canto would both be useless in FEH.

For what it's worth, Elincia was clearly intended to be a powercreep character to drain shekels from the goy, which is most likely why she got Death Blow (adds extra damage to each attack, synchronizes with her Amiti).
