Is there any way to have Rouge tier tits, or do you have to be flat?

There's no breast options and none of the costumes include it
you can wear skirts as a boy though. I remember early screenshots having skirts greyed out with a male character but they don't do that in the final game

Can you change the color of the Tophat, or get a different colored one?

Most items have 3 color variants but you have to unlock each individually. I haven't unlocked any other top hats yet

Ah. I've only seen the White Tophat in pics and footage, would be afraid I'd be stuck with bright white if I wanted to have one.

The shoes are there. It's a rather late mission you get them from though
