Likely never. There was a rumour that Sega would consider an HD port after assessing JSR HD's sales, but nothing ever came of it. The most irritating thing is that original Xbox emulation is virtually non-existent.

I really want a port of JSRF.
In my mind it was a lot better than JSR.

Don't worry guys! Jet Set Radio 3 will be announced next year at SEGA's E3 press conference, their first in a long time. Along with that are the surprise announcements of Sky of Arcadia HD, Shining Force 4, an offline singleplayer Phantasy Star RPG, and a brand new Dragonforce. Boy, what a great time to be a SEGA fan :^)

I'd agree.

To be honest, I think the value of Xbox emulation is highly underrated. As it is, no one is interested in pushing for it.

Was the xbox not that popular? I and a few of my friends had one but I don't know about the rest of the world

It's not that it wasn't popular, but the processor was even less developer-friendly than the PS3's cell, and documentation is scarce. There's also very few Xbox exclusives that are worth emulating.

There's currently one emulator project that's alive, CXBX Reloaded, but it's a one-man team working in his spare time with not much support.
