Killer 7, Shadow of the Colossus and maybe Drakengard at a stretch are probably the only standout pieces in video games so far.
You can't make this argument without first tackling the "What is art" question and believe me some NEET on Sup Forums doesn't have the answer.
Artistry and skill goes into the many components that make up video games, notably visuals like you mentioned, so it's retarded to say they aren't art or at least artful.
The artwork that goes into visuals isn't independent of the game itself because it's viewed and put in motion in a way paintings nor film can replicate.
People seem to be under the impression calling something art necesarilly means that it should be held in high regard or challenges the masterpieces of the old masters, this is a retarded line of thinking.
Video games can be art without being held in the same regard as the Pietà or even something as lowly as the popular music masterpieces of the 20th century.
