Is this 2013 again? Last time I checked the Switch and Switch exclusives are selling rapidly right now, comparable to that of the initial buildup of the Wii back in 2006 and the PS4 in 2013.
If anything, you should be saying this about Microsoft and Sony, considering their recent stances on wanting to start focusing more on software and service development rather than hardware. Couple that with Microsoft's insistence on creating a large cross-platform gaming community (Which Sony refuses to abide by) and the covert and slow re-branding of all Xbox properties into Windows one (See: Xbox Store on Xbone is now the Windows store), as well as the creation of the Xbox app on Windows 10 PCs that is slowly trying to bridge the gap between the home console and PC market, and you have a thesis for imminent bowing out.
I could see Halo and other Microsoft properties going on the Switch, if anything. Hell, the reason Nintendo could be adamant on creating a dedicated online service like Xbox Live or PSN could be because Microsoft will be putting the Xbox app/Xbox Live on Nintendo consoles in the future.
If by sales decline you mean having the most successful console of this generation then never.

I think the PS4 just recently outsold the 3DS.
Last sales reports were 68.98 for 3DS and 67.5 million for PS4. PS4 outselling 3DS is probably inevitable, but it hasn't happened yet.
