People say that her route's writer didn't like her, but I believe that he tried to make an unnecessarily long route to make a point about Shizune, Misha and Hisao's broken relationship without being too obvious about it like the other routes (Emi's father, Lilly's parents, etc).
Misha wants to steal the spotlight and spend more time alone with Shizune, and how Shizune uses the council as an excuse to spend her free time with both of you instead of playing favorites, and how Hisao doesn't know what to do with his girlfriend because he is a dumbfuck. But all of this is explored very slowly to make it look like a routine in their lives,a very boring routine.
And because of this the route is too long and focused on themes nobody really wanted/cared about.

No, there were a few different writers.

If I remember correctly every route had their own writer, and probably nobody really wanted to do more than their own routes since at some point during development they just got sick of working with each other. The dev team had tons of internal conflicts, it's a miracle that the game actually got released.
Apparently Hanako route got fucked too, it was supposed to be longer than the final version.
