It's a cool setting and perfect for many mods, espessially sex mods.

Everything else about is fairly similar. They were both put through the streamlining gangbag, they both still manage to be buggy and unstable as hell, they both represent huge gouges in the quality of Roleplaying power, but one of them isn't pretending to be something it's not. Skyrim for all its faults is still an elder scrolls game. Fallout 4 is not a fallout game.

Fallout 4 is the best game I have ever played.
Previously this title belonged to the Last of Us but now, as I sit tired and addicted, needing to get to class but wanting to spend untold hours of my life on this game, I can honestly say it's the best game I've ever played. I'm supposed to be working on my business. I'm supposed to be working on my script. But damn if i just don't want to fall back in to Fallout. The whole thing just blows me away. The story, the visuals, the creativity and the DEEP care and thoughtfulness that Bethesda took in creating this masterpiece is just too much.
Bethesda is a learning organization, they learned not just from their own failures and success but the successes and failures of others as well. They payed attention to what people were saying and they improved beyond my wildest dreams. I honestly don't know where to begin in my grand list of praises. I could talk about the extraordinary characterizations. I could talk about all the little moments that mean so much. I could talk about the outrageously amazing factions, and your place in them. I could talk about the way the music hits the right notes when you enter different areas. I could talk about the compelling drive to find Shaun out there, and the way I beat Kellog to death with my own to hands. The exceptional voice acting. Taking Psycho, "Fucking Kill!". Ramming a Super Mutant Overlord off a 4 story structure with Power Armor, and just when he hits the ground and thinks he can breath a bit, I slam down on his chest, with explosive vents. When some punk raider thinks he can run up on you and you put his lights out with the end of your rifle. Trembling as a deathclaw throws you like a football. Making Curie blush. Seducing Magnolia. Flying around Boston in a Vertibird. Talking code with the railroad. That sense of restoring hope. It's all just too much. I'm guess I'm a fan boy for real.

Amount of content is a big one, in fallout 4 somewhere around the 40 hour mark I opened my quest list and realised I had done pretty much anything and everything worth a damn. In contrast Skyrim has so much fucking shit in it it's retarded.

Fallout 4 does not "rape the lore" because the Fallout lore was always patchy and inconsistent in the first place. Even New Vegas suffers from it.

why did they choose to make spells equipable entities like weapons.
if i want to be a mage or a character that relies on buffs or conjuration/alteration magic, i have to use the atrocious menu system to equip different spells. why did they not implement a hotkey system for spells and buffs?

The true, best opinion is to judge a game on it's merit for you the individual. Did you like Fallout 4? Did you hate Skyrim? At the end of the day, we're the ones consuming, and if I find Skyrim and Fallout 4 fun and enjoyable games worth my time and money, then who am I myself to complain.

I’d say an Amusement Park is a fair comparison, their cities being prime examples

Every major settlement they have done in Fallout 3 and 4 has oozed the word “gimmicky” as you walk through them.
There's quite a lot more to do in Skyrim when compared to Fallout 3 or 4.
Fallout 3s endgame is cleaning up a bunch of sidequests and boy does it not have many of them. Fallout 4s endgame content is basically relegated to building settlements like something out of the Sims or improving the look and functionality of your power armor. There are limited side quests lines and more radiant quests than anything.
In Skyrim you can focus on your trade skills, buy a house and customize it, marry someone, adopt kids, do a ridiculous number of side quests including faction quests and daedric lord quests, build up your spell list, complete your werewolf / vampire talents and learn more words of power.
Oblivion was actually pretty shit

For me, it really comes down to what I expect out of both series. For TES, I want atmosphere and exploration. For Fallout, I want character building and good writing. Skyrim manages a decent atmosphere with the art design of the cities, indoor environments, and general world's nature and weather. Exploring isn't very fun, but there is something to be said for the feeling of discovering a new word wall or stumbling into a dungeon that has minor puzzles in the ruins. Hell, just walking around the tundras could be an experience at times with how the weather and music comes together. It's not good, but it still manages some of the parts of why I like TES.
Fallout 4 manages nothing I like about the series. Character building is awful due to a lack of karma, lack of skills, boring perks, lack of differentiation in dialogue choices, and lack of choice consequence. The best you can be is a sarcastic douche who still agrees to help everyone. Good writing is also nonexistent. There are so many characters I actually, genuinely hate with a passion that they force you to interact with. The faction's motives are shit and make little sense. Dialogue is reduced to general agreement, sarcastic agreement, no, and a generic why question. Hell, it can't even keep its own lore together with multiple side quests that contradict important concepts that the series made clear in past games. It delivers nothing about what I like about Fallout, and goes even further to feel lazily put together. The game as a whole looks pale and washed out, nearly every location is a slightly curved line that leads to a box with randomized loot at the end, companions are incredibly poorly thought out with some hating you if you fucking lockpick a door, music is rehashed from older games, settlement building is shit and barely gives you room to make anything notable, the radiant quest shit is fucking everywhere, and so much more. It's such a messy game.
Skyrim also has more mods, so yeah.

In 'Apocalypse - Magic of Skyrim', there's an apprentice level Alteration spell that you can use to set up to three self-buff spells, like Stoneflesh or something, that auto-cast without using magicka as soon as you enter combat.
It's shit that you have to use mods, but hopefully you'll find some use out of it.
Side quests are a pretty big thing to shove to the side in a series that puts so much weight on them. Either way the difference between them is trivial compared to the dip the franchise took coming from something like Morrowind.
If I recall, they fixed that one by making it impossible to bring Dogmeat to the vault.
