This is retarded, you can balance matchmaking like this for all players. It has to even out, making your pic impossible. What is ACTUALLY happening is your mmr is calibrated after more games so games become harder. Whoever made it wasnt good enough to overcome that calibration (simply being better than most players) so he cries about losing more games than he used to.

Uh, how exactly? If they’re noobs they’re going to be paired with noobs, which means the balance will be average.

This implies that the share of players coming in plus those who have gotten all rewards is somehow smaller than or equal to the share of players still getting their final rewards. With a constant stream of players coming in and a constant smaller stream of players getting their last reward, your algorithm bottlenecks and the share waiting for rewards swells and becomes much larger than new players or players with rewards(who will also probably stop playing arcade.)
Setting up matchmaking for a group of 10% of players to play against the other 90% and win most games is impossible since that 10% can only be matched against another 10% at a time. the other 80% are playing against eachother.
UNLESS the benefit you have from being new is inverse of the "penalty" you have from being old, in other words you get put into one of several segments with a matching complimentary segment with equal % and inverse benefit/deficit. But this would mean that your personal benifit evens out, and that there is a stable average time per lootbox per player.
