Considering how much of a raging success GTAV has been on PC, it's probably going to be released for PC.

soon they will be able to play RDR
in ten years they will be able to play RDR2

RDR2 will come to PC a ~year after console launch, T2 is just being jewy and wants people to doubledip.

Because PC market wasn't considered as lucrative back then and R* San Diego fucked it all up with their shoddy coding which made porting to PC prohibitively expensive.
