Well, to be fair, maybe the empire would have had time to police the troublesome systems if they weren't busy fighting a war. The republic wasn't busy with anything but being ineffectual and concerning itself more with trade agreements than protecting residents. actually the real reason the outer rim wasn't policed effectively is touched on multiple times. the empire simply didn't feel the outer rim was very important past being a source of resources to sustain core world industries. The relative amount of people living in the outer rim was minuscule compared to the core worlds meaning the empire felt they could quell any resistance that should arise if it did. viewing the outer rim in this way is one of the reasons they allowed organized crime to exist there. it would ensure the criminals stayed out of their business near the core worlds and they could easily make deal with the criminals to maintain a semblance of order in the outer rim. besides, if the empire really wanted to, they could have just blown up the entire outer rim first if they really saw it as a concern. nobody would have really cared. people only cared about alderaan because it was a core world
