Halo lorefag here: Fleet sizes in the Halo universe are a lot smaller AFAIK then in star wars, even the largest offensive covenant fleets have a few hundred ships at the absolute largest, the Empire also has a logistical advantage since they control far more actual intergalatic territory then the Covenant ever did. Intergalatic space is fucking huge, and that's taken seriously in Halo: the UNSC controls likely less then 200, if not less then 100 colonies, and the Covenant at most only controls a significant portion of the Orion arm, and even then I suspect that that's not effective infrastructure covering that whole region, and is more "empty space being claimed".
Star Wars in general holds itself to a lot less realism then Halo lore does, it's far closer to the science fantasy/soft sci fi end of the soft to hard sci fi spectrum, which allows it as a franchise to do more ""impressive"" things in terms of feats then, Halo, at least outside of Forerunner era stuff which is biblical tier batshit.
tl;dr Star Wars is at an advantage relative to Halo (outside of Forerunner era stuff) since Star Wars is far less grounded with it's technology and scale then Halo is.
I don't think using those sorts of values has any real merit in these discussions, because the feats or visuals for for energy weapons generally isn't really made with actual physics in mind. Noting that, say, the Death Star can blow up a planet is obviously a useful piece of information, or if a book or line in a piece of media explictly gives numbers for how fast or how much force a projectile has; but extrapolating the actual energy requirements for a blaster with megawats of energy it uses and guessing the amount of physical damage isn't because that's multiple layers of assumptions for throwaway thing the author didn't think about.

I don't know. There's lots of people that were against the Empire. They don't have the resources the Empire has for a full on capital ship slugfest, but they are still well organized and have lots of excellent pilots and strategists working for their cause. It's guerilla warfare in space and there's been a few times where the guerillas have come out on top.
I mean it's the Rebels that pushed the production of the Death Star in the first place, right? There was discord in the Empire both with the rebels and plenty of other planets that weren't too happy about being controlled by them. The Empire knew kind of where some of the Rebel hideouts were but couldn't find them by invading the surface so they built a super weapon to just vaporize whole planets. Doesn't seem like something they would do against a rag-tag terrorist group. It's not napalming the jungles, it's glassing entire countries.
