I actually think the game is "balanced" after seeing a "tournament" for it on Twitch (I use the word balanced cautiously because any game that features a "banning system" isn't balanced as evidenced by the need for bans). The game is "balanced" but only if you pay to get maxed out stats. This means that idiots who pay for it can always point to the pros and say "See! It is balanced!".

Bans allow for more diverse strategies, doesn't mean the game is unbalanced just because they have a banning system. Without bans you can't pick anything that has a counter because you will get counter picked.

Yeah that is what I mean by unbalanced. I think games that allow for a "counterpick" aren't balanced, unless it is a team game like DOTA.
I don't really want to write a whole paragraph so I'm just gonna point this out: Even though there are "counterpicks" in Tekken, there is never a "hard-counter". That is balance for me, if you simply balance it by making it making hard counters bannable, you can avoid some unbalanced situations, but your game itself is not really balanced in its mechanics.
Even worse, it can lead to imbalance if there are too many hardcounters:
Imagine a rock paper scissors game with more options. If both players can now ban one move, the game becomes luck dependant, because both players randomly generate a new game.
