Hammerfell is literally perfect for Bethesda right now, throw in Sword Singing and building oasis towns in the desert and you have 1/4 the game done by reusing Skyrim and Fallout 4 shit. Though I would love to have naval combat in a TES game, make the opening of the game where you start on a prison ship and you have to take command of it as it gets blown to shit by pirates, then you hit mainland, get a small boat and then plundershit while listening to Redgaurd sea shanties.

The dragons wouldnt be needed because the dragonborn is the only one who could properly kill them, The remaining ones after skyrim's MQ, assuming the dragonborn was a fucking man and spared paarthurnax instead of being the blades' toy for their dragon hunting amusement, the dragons are gonna be like paarthurnax and not raid burn and pillage. Sure they could have dragons as ambient shit in the sky but theres no fucking point in keeping them as enemies.
