Have you played the game? They notice from a pretty good distance its just they don't know what exactly they are seeing. They will always call it in (saying they saw something suspicious) unless you do it near a building to obstruct their view

Everything about the fulton system is incredibly stupid

Why though? Its an easy way to get resources, new staff, tanks and jeeps. Also you can avoid it all together as you can play the whole story using the base guns and avoid almost all of it if it really bothers you

Why did they remove the ability to hit specific areas on soldiers bodies? I liked shooting soldiers in the nuts in 2 and 3.

A shot to the arms makes soldiers drop their weapons, and shots to the legs makes them fall down.

You can't shoot out radios either. That really pissed me off. I was a god at mgs3 and shooting out radios was great.

I want so badly to disagree with you, but after mgsV not using your entire staff on some monumental bossfight and instead opting for the most boring infiltration multiplayer shit I have to agree. Get rid of recruiting soldiers entirely if you aren't going to do anything with them.

Fultoning soldiers is fine, apart from the fact that CP never checks in for a status report, which even fucking TTS did. The result in the end is an empty outpost with no one to sneak past. Yeah, fun stealth game. Forcing yourself to carry extraction targets through the outpost to the LZ instead of finding a safe spot to fulton them is actually way more engaging and should have been a forced restriction, it’s too easy for missions to boil down to ‘go here, fulton this guy’.

But they do notice and alert.

open world is a flawed design for anything but GTA style games
