Are there any strategy games that allow you to customize your units down to the equipment they wear? Pic related comes to mind, although it was a pretty shitty game.

Colony Wars 2492 still has unrivaled unit customization but it's a sci-fi game so it might not be your thing.

There're warband mods for that I'm sure. Remember a freelancer guild or something in one that let you customise the equipment pool for each unit tier

Sci-fi games are perfectly fine with me.

Sounds like you want Endless Legend. Maybe Endless Space too, but thats for ships.

X-COM Apocalypse has a few different armor types and you can mix and match helmets, body, legs, etc.

mount and blade with fire and sword allows you to customise the equipment of generic mercenaries you can hire.

I own Endless Space 2, it's definitely in line with the kind of games I'm looking for.
