These companies have proven time and time again they don't give a fuck about innovation. 80% or more of the country is still running on 15 year old broadband lines, AT&T and Charter have both cockblocked Google from installing Google Fiber in several places, and that's with Net Neutrality in place.

The worst part of this is the fed subsidizes their infrastructure but the companies often don't spend it on increased capacity, rather they pocket it or spend it wantonly.

What you describe is what they do in China. No ISP wants to shoulder that reputation and there is absolutely nothing profitable about censoring or even slowing websites. You operate on the assumption companies all have a universal agenda and a desire to block bad think when all they really care about is your monthly payments. Remember how it became extremely illegal to pirate via torrents? Remember how ISPs promised to help stop that, only for them to do little more than issue stern letters to anyone they caught pirating (other than a handful of cases, literally three out of three hundred million, to set a precedent)? It's the exact same story here. I'm not even trying to imply ISPs are good people or virtuous, I'm just saying censoring sites or slowing them based on obvious political or speech bias is fucking absurd by any metric and no company wants to be known for doing that.
