Play them all, keep playing the ones that were fun until one clicks.
Which order to try them all is chosen by how cool/hot they look.
I tend like characters that I can identify with, usually average to short height characters with an honest but flashy playstyle.
I also spunky tomboy girls like Makoto.

Not a charge character, cute or cool. That's really it, I can play a lot of styles but I avoid characters like the plague.
I tend to pick cute characters. I got into fighting games with BBCT back in 2010 because I saw some clips of someone playing Rachel in a review with the description "a little vampire girl" and I was hooked. I'm happy to say 7 years later that I'm half way decent with her now. At least good enough to be the defacto best Rachel player in my country since no one else can be bothered to learn her anymore.

each character in a game follow certain stereotypes. I usually play the arcade mode a few times to check how they work. the rushdown, the head hitter, the grappler... sometimes the cpu ends up showing me a character that has interesting moves... that's basicly it.

I usually just take them into training mode and, if I don't like how they play, then I don't play them. I tend to more like simple rushdown characters than high-strategy, super-technical characters.
Also, if they use an electric/energy sword, I will most likely main them, because electric/energy swords are the tits. Pic related, my main from MvC2 even though he's not very good.
It takes a long time and there really isn't any set criteria. I try out every character when I get into a game but sometimes after tons of hours I'll come back to one and suddenly everything they can do clicks. It's always a nice surprise.

I go for the most agile character with short range attacks (punching) and nice legs for good kicking, not interested in missiles of any kind, unless it is an unblockable charged attack

It's a 3 step program:
1: Figure out what character designs and personalities I like, usually through the story or arcade mode
2: Look at each characters move list in practice mode and do some basic combo's to see what kind of playstyle each character has
3: I look at the tier list to see if my character is mid_ tier.
I won't play a character I don't like visually or personally, I don't have to blame my character for my wins or losses, and doing this not only gives me a feel for what character I'm going to play but also every other character so I'll already know each characters strengths and weaknesses when I fight against them. It works out.
Whoever is the most stylish. I like matches that are more dynamic, and I'd rather just do cool stuff than take flat, straightforward wins.
i switched from maining Lucky Chloe to Hwaorang because Hwaorang has a similar fighting style to my main in DOA5. Rig

I go into training mode and try everyone out to see which character's combos/playstyle I can consistently pull off. I like to have a balance of rushdown and defensive options so I usually end up with the shoto unless I feel really inspired.
I just run through arcade mode one at a time on all of them til I find one whose playstyle I like, then I stick with it. I've noticed I like to stick with more aggressive rushdown characters like Sol or Nightmare, although I don't think rushdown is the right word for Nightmare.

Biggest importance is which ones feel fun to use. Alternatively, if a character has a unique mechanic, I like to Main them to see if I can get gud at making use of said mechanic.

If a character sometimes wears prison getup, has blonde hair and can summon tornadoes then I main it.
I wouldn't have a main, the only way I'd have fun playing these kinds of games at my age(30) would be setting up some machine learning and tweaking the error rate until it was good

I'm still not sure if AE is going to get a lot of time from me but I'll admit seeing Cody cleaned up put a smile on my face. I'm sure they'll have his old getup as paid dlc or some shit.
The scheme for recent DLC characters seems to be new design for main, Battle, and Story costumes, then the old design for Nostalgia costumes so you have to buy it with cash instead of getting it with the Season Pass or Fight Money.

I don't know since I am not good/experienced enough at fighting games, but I do like rushdown characters like Dudley and Makoto in SFIV, I think they are considered rushdown, if I am mistaken please correct me.

Usually grappler but it has to be a specific grappler. Someone who's a brawler grappler like t.hawk or Abigail. 80% percent of the time a big body with command grabs.
Play each character a couple of rounds usually one will click with me style wise and I'll keep at it after that.
Play as the robot.
If no robot, play as the tits.
If robot tits, goty.

I try to play all of them, put some extra effort into the ones I like based on design/playstyle, and eventually settle on a handful I feel are the best, especially if they're more unconventional picks.
Character knowledge is definitely my biggest strength in any fighting game, and using someone people don't see much just means people usually know less about fighting me than I do about fighting their character.
