Yes, the game is tied to the frame rate. It's one of the reasons the company that ported this didn't bother trying to fix it.

I'm not buying the same game again for a third time without any extra incentive. Okami also needs all the sales it can get and this demotivates existing fans who now might not see any other point in buying a game they already own so that's just lost sales. Already have it on PS2 and PS3. Bizarre that they didn't bother making a separate list considering they did with the Resident Evil games.

-Running the old PC port
-Emulating the PS2 or 3 version
-Running an Android on your PC and the Nvidia port.
Two latter also apply to MGS3:S now.

The rice filter effect is very subtle and it was only done properly on PS2. The PS3's implementation of it doesn't even look that good and the game looks much more lively without it.
im gonna buy it just because i love the game so much and i've already played through a 30fps emulator twice. if it's too bothersome i'll refund and wait for fps mods from users that actually care about the game

I've played all these games before but I like having them again on my PC for posterity's sake. Also Bayo and Vanquish are both perfect on PC where you can finally play Bayonetta with no chugging or drops of any kind for the first time and where Vanquish is perfect with KB/M.

People always get their hands on console releases early.
He's a computer engineer, and actually knows how to write code. He's isn't like many of the porting hack copmanies that just copy pasta all the files they're given. Publishers don't want to spend money so when they get porting companies screaming that they'll do the same job but for half the price, they go with them and we see the turn out. This is what happened with Arkham Knight too.

Something like this. Emulated PS2 is forever blurry. Emulated Wii arguably looks the best. PC version is just PS3 version at higher resolution. PS4/Xbone versions are inferior to the PC version but superior to the PS3 version. But you can also emulate the PS3 version which would make it a buggy version of the PC version.

No one will bother rewriting Japanese PS2 era game in 2017 from 30 fps to 60 fps, unless it was a multimillion sales franchise, like Resident Evil 4 or already had no issues with unlocking framerate, like MGS3.
That's how the games were programmed at the time and rewriting and testing the code is not only time consuming but also costs more due to additional QA. It might be simply not worth it for publishers to do so.

RE4 2007 port literally lacks mouse support and has worse graphics than PS2, which is worse than GC version.
DMC3 has broken music, framerate drops on modern hardware due to music engine and some missing effects.
For MGS2 you literally have to emulate old Nvidia GPU to make it run on modern hardware, not to mention it lacks certain effects, content, proper 16:9 support and lacks pressure sensitive controls.
The pressure sensitive controls in MGS2 are cancer, 360 version is the only playable version.

I played it this year, and even with Gentlemen of the Row mod it's pretty bad. You can overpower it with good hardware but only to a limit. My PC i7/GTX1080/SSD was running it at 45-50 fps most of the time but with horrible frame pacing and drops when traveling at high speeds and loading new areas.
There were some insane recommendations to edit some Windows system file and even BIOS (I kid you not!) which are supposed to resolve the performance problems. Haven't tried them, I value my system stability more than the performance of a single game.
The game itself was pretty fun though and I still can recommend it for everyone, especially people who have played only SR3 and 4.

30fps is shitty but won't make or break. usually 30fps ports mean the rest of the port is shaky, so I'm gonna wait. If 30fps is the only bad thing about the port i'll bite.
