Switch uses a Tegra X1, which is from 2015.
It's silly to expect Nintendo to ever care much about performance but it's also silly to think that we're somehow "stuck" with something, the Switch is already 2 Tegra generations behind, the Xavier Tegra is almost releasing and it's apparently 50% faster than the X2, and the X2 is 50% faster than the X1.

The X1 was literally the most powerful tegre when they were making the Switch.
The X2 wasn't built yet when they started work on the Switch and the Xavier is still just being used in cars.

Not even close, the X2 is about 60% of the Xbone/PS4 and that's not even what the Switch uses.
What Tegra is good at is power efficiency, it only uses a small fraction of the energy a typical console uses.

The newer chips are more efficient. So running the new chips at lower clock speeds would allow them to have the same performance as the current Switch, but with less heat and a smaller battery. That means a smaller system overall.

That depends more on the scaling of the factories than anything else, the X1 will keep being the cheapest for now since the production was probably ramped-up immensely thanks to the Switch, but if Nintendo decides to make a Switch 2 then nothing stops Nvidia from switching production focus.
I'm not an expert in Tegra but the newer generations don't seem to have any groundbreaking new technology that would require a complete revamp of their production chains.

It's a fool's errand to try and get current-gen performance in handheld mode. An upgrade I would actually pay for, though, is a real power increase from the dock, not just overclocking.
