The annoying guy just tried to be funny and have a good time and didn't have bad intentions. The guy who told him to be quiet was annoyed and wanted him to stop and really didn't know how to communicate that properly.

Who was in the wrong? Neither one, and the fact that both feel the need to clarify what went down and how the other guy handled the situation poorer than they themselves is silly.
