That means the game wasn't delayed long enough and didn't have the right work done on it. A game that is released as shit will forever hold that reputation. A game that isn't released can still fix itself and not get that reputation.

A good game does not become good by being longer in development. It depends on how competent the development team. Some of the best games ever made were made in a short period with hardly delays (ffvii when it finally started development. Now if you hate ffvii or not is a subject for another day). And there are plenty of games that have been delayed that have turned out to be shit like DNF.
Main issue I have with people nowadays that keep posting it is to make themselves feel better about something unfortunate and try to shut down anyone that has a problem with the delay occurring even if it's becoming a recurring issue with said game. I saw people using that quote for mighty no 9 during the last delay lmao.
