ow was a fine game when it first released with everything being kind of overpowered but after all the patches, nerfs, and buffs, it went from decent to a totally shit game

I played a couple of the placement matches and it was literally just 2/3 quickplay matches with a tighter method of determining who won.
In all seriousness it comes down to changing your mindset. Anxiety comes from the fear of losing, once you stop thinking about winning or losing and shifting your mindset to just playing to get better for example, its should eventually go away.
I imagine that I'm playing against a bunch of little kids and my skill level goes way up.

I get it in fighting games for some reason. I have no fucking clue why, and it's not as though I have terrible anxiety in real life. I have a wife, a competitive job with 70k salary, a newborn, and was approved for 300k mortgage, yet my heart is still racing whenever I'm dueling anyone in just about any game possible. Team games less so but 1v1 is nerve racking.

Incorrect, but heading in the right direction. Anxiety comes from perceived consequences. You don't fear losing once you've learned to deal with those consequences.
Telling people to "change their mindset" or "stop thinking" isn't useful without explaining the work they have to do, going through thought processes or giving them a techinique (like mindfulness meditation) to stop those processes.
You need to deal with the issue head on - consider the real consequences behind experiencing your worst case scenario, and justify whether or not it's worth the risk. If being a shit rank genuinely upsets and ruins your enjoyment of the game, it might be worth trying something else. Games are meant to be fun, after all. If you're truly in it for the competitive thrill, you probably wouldn't get anxiety about it.

It's not literal anxiety, just a reluctance to play a ranked game because of the perceived consequences of doing so. Though I don't understand why anyone would get it with Overwatch, it makes no fucking difference if you win or lose.

People get anxiety over tons of stupid things (crowds, speaking in public, clowns, kids etc.) that can't and won't hurt you but it still happens.
Either way I can give a presentation in front of 200 of my colleagues and not break a sweat, but put me in a duel with someone a couple notches above my rank when I'm on a hot streak and I can feel my heart beating. The difference is having zero anxiety in front of a crowd has far more use in life than having zero anxiety in a video game that yield no consequences and no rewards.
