If you're genuinely curious. It's mostly the developers and market place. Not a lot of companies could get into the game industry during the arcade era therefore you had fewer developers providing better quality products for their large audience.

The cabinets in Japan were seriously pushing their hardware to the limit. Compare any neo Geo game to a unity product and you can see they used the hardware as much as they could.

Now the mobile market any hipster with a macbook can open up unity and copy an already made game and get his idea stolen by king and since the market place is driven by profits the most greedy companies are usually the ones that end up on top.

Sure arcade games were penny pinchers but they at least they had to keep the player interested and had to push presentation to the max to keep people paying. The top mobile games stick to the microtransaction model or force the player to stop playing and wait for a refill. While also relying on cash cows.
