I was pretty impressed with the performance of 360 games on the One but the issue is that Microsoft has to get the okay from publishers to make a game backwards compatible. So some games will remain unplayable.

I'm not paying several hundred dollars to play Sunset Overdrive, The Master Chief Collection, Rare Replay, Xbox 360, and Xbox Original titles. I have a gaming PC, I have Windows 10, The Xbone is designed to be redundant with that setup. Crackdown, Rare's Pirate game, Gears 4, The Next Halo, Super Lucky's Tale, Cuphead, Killer Instinct, it all just comes to PC anyway

Games work offline. Digital versions should work if you have the console set as the home console. Achievements don't unlock offline though and only unlock once back on XBL.
Crackdown 1 & 2 probably will be offered as a preorder incentive for the new game.

Some of those games have matchmaking servers and dedicated hosting. This costs money to run hundreds of thousands of servers (there really is that many for XBL).
