As someone who's been to many other countries on tech business, for the video game industry (no asking for who), I can tell you right now that most other countries do NOT have the problems that the US has with female representation in IT. There are plenty of female designers, programmers, engineers, and what have you, all doing their job without an issue. It's only in white countries where this has become a problem, and you have to wonder why.

Well I travel to Asia a lot for business too (I'm in the industry), including Japan and I would say that it is an issue there. But not at the positions you describe.

Pretty much all senior management in Japan in the company I worked for was male. Anything at Director level and above was almost exclusively male and that's in a company with nearly 2,000+ heads. You had few rare Senior Manager/Dept Head female, but it's as high as it would go. Actually my direct boss in Europe was female and she'd get constantly shat on during meetings in Japan by her male counterparts.

Yeah we had lots of programmer, designers, engineers that were female, but often in a non-manager level position, at best they were TL. The rare female in a position of power were in the creative department, basically people who even if they have a nice title have no impact on the corporate direction the company is taking.

Well you know how games are fiction and we're in reality and that fiction isn't reality and how fictional women aren't real except in our hearts.
