The hack wasn't so much about jacking up enemy HP (except boss rematches) as it was making their attacks stronger, having trickier formations, being placed differently on the overworld, and things like that.

What is this "pro mode"? Seems interesting. Is it a rom hack that is basically Paper Mario "hard mode"? If so, what are some cool, note worthy changes?

Basically what said, but here's what's exactly written in the readme:

Battles feature new enemies, more difficult formations, new enemy
attacks, and improved enemy AI. Some boss battles have additional
mechanics added to them. You'll also be able to find new badges and
explore new areas. I won't spoil all the changes here. After completing each chapter, you can fight boss rematches in the Star Temple. These are tough battles intended for max-level players. Beating them all unlocks a special battle against Bowser.A suspicious Boo in Toad Town has a series of battles for you to try after each chapter. You'll have to win all the battles back-to-back without any breaks in between.

doubt it because you'd need to change the memory size, but i guess it could work if you injected it over a VC game that already utilized the expansion pak
