No, the guy who made the fan patch had an asshurt fit when people were cracking his patch to work with pirated copies, since he put a DRM on it to prevent it from working on pirated versions.
And because people cracked his DRM and made pirated version of his patch, he decided to add malware trojan into newer version that infected everyone that had it as a "fuck you" for cracking it.
There was massive drama and he removed the malware later but the situation got him banned from Steam by Valve and now he has to resort to his own sekrit klub blog/forum for releases.

The game's issues are a) it renders in 900p even if you choose a higher resolution b) cutscenes might run at ~15 fps for whatever reason regardless of your setup c) apparently AMD gpus had massive issues on release
Two first problems are fixed by the fan patch and according to the devs the last problem was fixed by new AMD drivers during the summer or something.

I found bonfire areas to run at 15fps too.

I didn't say it was "barely better". My PC can run any and all games at 1080p or higher when they are optimized correctly. I can run Black Desert Online at 4K 60fps, but I can't run Nier with looks like shit compared to that game.

This garbage by default after install starts in windowed mode, and lacks borderless windowed. When you switch to Fullscreen it starts scaling the resolution from 900p to 1080p which makes the game look liek someone vomited on your screen
