They could, it would just be a load of work.
Have you seen the video explaining how ArcSys does this style? They DID show what their models look like using global lighting, and it wasn't even bad, they just go the extra mile with giving each character individual lighting for the polish.
If they were fine with using a global lighting for characters for the bulk of fighting, and only did their touch-ups and special lightning for close-ups and the like, it might work.
