No you have to have a fucking good supporting cast for your story. If one of the characters has a personality and story that makes them an antagonist then you can call them a villain.

In the games where he has personality, he's legit one of the best villains in vidya games
In other games like Galaxy and 64 he's just alright. Not complex or anything, but the game doesn't call for a complex boss, so he fits in well. He's big and menacing, and you can tell he's evil just by looking at him, so his actual character design is brilliant
In the Paper Mario games he's easily god-tier boss level, especially because he usually gets fucked over by his own greediness/naivety by an even bigger and badder boss
He's the perfect iconic villain to the most iconic vidya gaem character
