In my opinion f you want to play 2160p then you need a 1080 Ti, no questions. CPU doesn't really matter, the idea that you need a super powerful CPU for gaming is a myth so get something good but cheap like the Ryzen 5 1600.

7 isn't more stable than 10 and 7 is just as much spyware as 10 as well, if you think you aren't being spied on using any version of Windows then you're an idiot.
