The blog post in your image is referring to 3 different exploits. Google's Project Zero discovered 3 different exploits in CPUs and they disclosed these exploits to Intel, AMD and the ARM holding group in June 2017. The first 2 exploits Google refers to as "Spectre", these exploits work on all x86 CPUs, and work on all ARM CPUs, Spectre variant 1 is able to be easily patched, Spectre variant 2 is unpatchable and will require a full hardware redesign to fix, affects everything even back to the 90s, it does seem however this exploit is rather hard to actually do. The 3rd exploit Google refers to as "Meltdown", this exploit works on every Intel CPU since Westmere in 2010 to the just released Coffee Lake, Intel is unable to patch this exploit with a microcode update, the only solution is for kernel maintainers (ie, Microsoft, Apple, and the Linux kernel team, and anyone else that plans to use an Intel CPU in their machines) to completely rewrite their kernel (the software that directly accesses hardware resources) in a way to compensate for the flaw.
Scary. But as long as no one I know in real life steals my valuables or knows my passwords I really don't care.

Spectre is not a bug and affects a wider range of CPUs. AMD says they are not vulnerable to this.
Meltdown is Intel only. Spectre might affect consoles which might help with cracking them
