It can make sense depending on the context. Take DMC3 for example. Shooting a demon in the face with a gun is going to do some damage, but cutting it in half outright is probably a bit more effective. Especially when combined with the main character's inherent abilities that naturally don't effect how much damage a bullet will do.
Generally speaking, melee weapons can be way more devastating than guns. Getting shot in the arm is damaging, but someone taking an axe to your arm can lead to outright severing it. It just depends on how the game contextualizes it.

If someone is wearing proper armor I could see that making sense. Trying to slash at someone with a sword who is in like, a full suit of armor is probably going to be less effective that hammering them in the face with a blunt object that would rattle their whole skull.
Depending on the caliber it's probably less hurtful to be shot than chopped with a sword, stabbed with a knife, clubbed with a hammer etc
A bullet to the neck would kill you way faster than a slash to the neck would. Especially if the bullet clears to the other side.

You are assuming that the bullet goes straight through like a stick. It doesn't. A bullet (especially hollow points, they tumble) cause ripples when they pass through, shredding your insides. Trust me, you would much rather be stabbed than shot.

Caliber doesn't really matter, it's the type of bullet doing the impact, and there are many types of bullets. Certain rounds even have ideal velocities to do maximal damage internally, so a hollowpoint 9mm is going to do more damage than a .357 Mag FMJ round, or even it's counterpart just on the basis that it can impart more energy in most cases.

Caliber isn't really the defacto damage measurement, its that type of round and its size of the bullet. 9mm is also still not fun check out 1 min and see that nice coconut sized bubble it makes in you.

He's what happens with hollow points. Take what you see with that coconut then spread it in multiple directions about 1/2 way through an impact point splitting up the shockwave (although the sum is lesser of that a basic round) but dispersing it through the target. Check 10 secs.

???? A lot higher actually? Hollow points in war are banned by the Hague convention. There's also the fact that HP rounds may be LESS effective in war because all our soldiers wear body armor and HP is less effective against that. HP is used a lot for self defense in America.

about the only fantasy game I see that is GW2, pretty much all other games either guns or wizards don't exist or guns and wizards do exist and there is at least one 'magic gunner' class.
in GW2's case it can still be argued as ambiguous since Guild Wars has is implied to be a fairly high magic setting where even warriors are doing some form of magic with some of their skills (you know, signets and all that), so it could be argued Warriors, thieves, and engineers are similarly using magic. (which would explain why the fuck they can just keep firing what in the vanilla game are usually matchlock muzzle-loading guns like they're semi-autos)

Incorrect. There's plenty of cases of people getting ripped up by knives and walking away. Shit, you cut rip yourself up and be fine if you don't knick and artery. Even relatively superficial gunshot wounds, however, will shred nerves, muscle, and tissue and be painful for life.

You need to wear a quilted body suit under most armors regardless to avoid chaffing, so those could also be made from the same materials, and the metals themselves can involve supernatural elements such as elaborate magical ruins, mystical metal filigree (like silver) if such metals are too soft to make a full armor or outright made from magical metals like adamantine, orichalcum, or mithril depending on the setting and the nature of such metals.
then there's also tabbards and even armors with outright clothe exterior coverings.

I Imagine stuff like knifes having a fast draw speed while guns having a longer one, and sprint speed being fast enough to close the gap without the need to stop to melee attack, anything with grappling preventing a person from drawing a weapon too. Like it would be in real life.

Your options for Melee are Reinhardt's hammer, for a whopping 75 damage per hit, and Doomfist's punch, which isn't particularly reliable and on a 4 second cooldown. Oh and Genji's ult, but good luck using it efficiently in 6 seconds or finding a team that will allow you to use the character effectively.
ALL other melee, regardless of character or weapon used does all of 30 damage.
in Persona 5 guns are usually stronger/better than melee but ammo is scarce. good way to balance it out i think
anyway if you play any good FPS then there's usually a good mix between guns and melee, with each having strengths and weaknesses
Theres a difference between slashes and stabs. Slashes are obviously not as lethal, whereas stabs are almost as bad as bullet wounds
