Going by experience with both genres, the former.
Generally when a stealth game has an action segment it's usually manageable or decently made within the confines of the game.
In a fucking action game though? Jesus christ some of the stealth segments I've played. Dirge of Cerberus immediately comes to mind with the Cait Sith segment. I never beat the game because of it, it was that fucking bad.

I downloaded an APM meter and it went up to 300-350 on extreme difficulty. Pretty dope for a game that seems like a casual management sim.
