Said fuck it and decided to apply the patch to my Windows 7 and tested the following games under my i5 4460:

Skyrim
Fallout 4
Xenoverse 2
Breath of the Wild (Emulated in CEMU)

There were no discernible performance issues in any of those games except for BoTW but then it already had performance issues on my PC to begin with because emulation. Skyrim and Fallout 4's framerate were mostly consistent to 58-60 fps

How hard is the CEMU hit? I've only tried RPCS3 but that one has vulkan.

RPCS3 can also run in OpenGL

I honestly can't tell, BoTW usually dropped below 20fps for me in several areas before I even applied that update, otherwise it's usually between 24-30 fps.
