Morrowind's Tribunal is better, as is Skyrim's Dragonborn.
Im not sure, it really depends on how much you enjoy Oblivion to do that. The expansion is great but jumping in with a character you already have is fine and wont make much of a difference in the long run.

I was really disappointed by Shivering Isles. It's really pedestrian. It's not much of a realm of madness, very mundane. There's even a city with humans walking around. Most of the missions are fetch quests. Sheogorath is annoying and not impressive.

I played both Oblivion and Skyrim on my shitty laptop with Intel HD 3000 graphics. The games were playable, although they occasionally crashed (Oblivion seemed to crash more than Skyrim).

it's not perfect, it has aged like milk, but it's a decent game
As I've gotten older I've just started to appreciate what the games do well and what they do badly. No TES game is perfect and will never be perfect, even Morrowind (my favorite) has many flaws. These days I just like to discuss the TES games no matter which one it is, except Arena which I never attempted to try.

A mod that fixes the level scaling. Oblivion's level scaling is easily the worst implementation of the mechanic ever conceived.

yes, eventually youll get three shotted by trolls and ogres and will have to hit them 900 times to kill, only solution is to turn the difficulty slider all the way down, level "efficiently", or mods
That sounds like it sucks, but on the other hand I was getting bored of dungeons full of rats and imps.
the problem is that now in every single dungeon the rats and imps will be replaced by stronger enemies, so you wont feel like youre getting stronger or fighting anything unique at the same time
