Is there really that much difference whether or not you create the character you're playin as? As in classifying what's an RPG. You play a character neverheless. You're not supposed to play as yourself in an RPG.
Personally I don't care if the story is on a predetermined path for everyone, as long as the story is good. Also it's kind of unreasonable (I think) to demand that you can do absolutely everything and make whatever choice you want in a videogame. I'd recommend tabletop RPGs for person who wants more freedom.
That is very far from a drastic change in the story you dumb piece of shit. And the fates of the background characters have zero impact in the story. In the end of the game you get a narrated slideshow and that's it.
Witcher 2 is the only game in the series where you get a real impact from your choice to join either the knights or the rebels.
There are classic RPG elements (e.g. leveling up, allocating stat and skill points, quests etc.), and once these elements become numerous and important enough to be a major factor in playing the game, people call that game an RPG.
