Problem with RPGs is that you as a player can be fucking inconsistent with your MC's character, usually because you loaded the game and said the thing that gave you the greatest reward even if that conflicts with his previously built personality. The devs have to take this into account and as a result you normally can do whatever you want withoutreal lasting consequence because they don't want to lock you out of content and shorten the gameplay time.

Planescape balanced out those factors. You have choices, but they all make sense in the context of the character.
Yeah, PST is pretty great in that regard.
PST has a lot of real lasting consequences. It's pretty easy to piss off your followers or lock yourself out a quest solution. Generally most are reasonably avoidable but compared to a lot of western RPGs I've played I would say it generally avoids that particular pitfall.
Well, I think in order to answer your question, it would have to be a character who has had a long time in the spotlight, to show large development.
I'd vote Solid Snake. He's been around for possibly the longest of recurring video game characters, and has changed from just a child to an old man in the span of 7 games (8 if you consider portable ops).
Solid Snake wasn't even born yet in Portable Ops tho
