It's very hard to get a bead on it. There's clearly more PR put into it than usual in the West and it's getting the usual blitz in Japan. But there's simply no way to match previous major entry sales in Japan on the PS4's install base. It'd take a truly unprecedented attach rate and number of new PS4 units being sold, not merely better than the previous best selling PS4 games.

And it's actually easier to predict the Japanese sales than the West. The West has gotten more PR, but it's very core gamer demographic focused. There's a lot of talk going on in the usual places, but will that translate to the kind of break sales a series like Dark Souls saw? The Western fanbase for years has whined about how "if only Capcom would give proper attention to a true console based MH, it would do so well here." Now's the time when we find out. The best the West has done until now is something like 1 million sales. Not exactly a small number, but you're looking at something more like 2-2.5 million just to make up the loss of sales in Japan. The game is also much less of a change or casualization of the core gameplay than people feared earlier on, so it really is just going to be whether Monster Hunter itself can sell well in the west with a shiny new coat of paint and some better PR. The complete lack of Xbone and PC marketing, not to mention the 8-11 month delay for the latter, certainly isn't going to help it even if the PS4 would still have been the leading platform in sales.

reality is they wanted a huge boost in Japan only for the PS4 considering they're losing ground to the Switch extremely fast over there

From what I recall the West has Nintendo to thank for even getting the late 3DS stuff in the first place. Capcom, not to mention other Japanese companies, are bizarrely adverse to trying to do proper marketing and PR in the west despite increasingly relying on their sales to make up for the shrinking Japanese console market.

In the US the Xbone is still 1:2 for the PS4, not something you want to ignore if you're bothering to release it on the console to begin with. The PC may be an "unproven market" but it's not like Sony's had a spectacular MH market since the PSP either. If they want something like the success of Dark Souls in terms of a Japanese franchise multiplatform release breaking out in the West after a smaller release of a previously exclusive title, it'd be worth it to at least bother to pay attention to those platforms for their worldwide* release.
