Koji Kondo is probably the most well known.
Tommy Tallarico did a lot of great work with works like Earthworm Jim and The Terminator on the Sega CD.
T's Music is underrated with classics like Final Fight CD, Lords Of Thunder, and Ginga Fukei Densetsu Sapphire.
